A Beverly Hills-based real estate developer is under investigation for allegedly funneling illegal campaign contributions to Los Angeles County Assessor John Noguez using his daughters and two attorneys from his firm, according to a search warrant obtained by The Los Angeles Times.

The search warrant is part of a broader influence‑peddling investigation led by the District Attorney’s Office. Authorities are probing whether commercial property owners who received significant property tax breaks violated campaign finance laws by concealing the true sources of donations to Noguez’s 2010 campaign.


Allegations Against Developer Eskandar Bolour

Eskandar Bolour, founder of Bolour Associates, which owns properties from the San Fernando Valley to Long Beach, is accused of instructing two company attorneys to each donate $500 to Noguez’s campaign. Bolour is alleged to have reimbursed them via checks signed by his daughters.

The attorneys—Elliot Shirwo and Todd Allen—allegedly received reimbursement checks just days before making the political donations. Each check included a memo line: "Noguez Assessor 2010 Contribution."

Both attorneys were granted immunity to testify before a grand jury investigating corruption within the Assessor’s Office.


Evidence from Campaign and Financial Records

The warrant contained copies of contributions made by Shirwo and Allen in May 2010, as well as the alleged reimbursement checks from Bolour’s daughters, Sima Pakravan and Ilana Bolour Naim. While the daughters did not donate to Noguez’s primary campaign directly, both donated the maximum—$1,000 each—to his general election campaign in fall 2010.


Noguez Under Scrutiny for Property Tax Reductions

By mid‑2010, Noguez had moved from county property appraiser to special assistant to the assessor, and was the clear front‑runner for the top job.

County tax records reviewed by the Times show that the Assessor’s Office reduced Bolour’s properties’ assessed value by at least $9.8 million in 2010–2011. That resulted in tax refunds totaling $137,696 for Bolour’s firms—compared to less than $8,000 in 2009 alone.

Prosecutors allege that Noguez and others in his office participated in a scheme to lower assessed values in exchange for campaign contributions and bribes.


Ongoing Investigation

As of the time of the warrant, no criminal charges had been filed against Bolour, his daughters, or the attorneys. The District Attorney’s Office declined to comment further, citing the ongoing nature of the investigation.

Bolour, Pakravan, Naim, and Allen have not publicly responded to inquiries.
